From the third reading of the Cycle Tracks Bill, Hansard, 27 April 1984:

I believe that there will be an increasing use of bicycles over the coming years. This will happen because of two major factors. First, the cost of fuel will gradually encourage more and more use of bicycles for journeys to work that are relatively short and, we hope, straightforward once the provisions set out in the Bill are implemented. Secondly, there will be increasing encouragement for people to use bicycles for their own personal health and fitness. It is so much better to get some exercise on a bicycle rather than travelling a short distance to work by public transport, providing that one is not likely to be struck down in the process.
