I shall shortly announce a new Government cycling policy. I am not sure that we have ever had one, but it is high time that we did.

The announcement was presumably of the policy that led to the National Cycling Strategy. The line had of course been said before, ahead of the 1982 Cycling Policy Statement. These things come in cycles, 'scuse the pun, and there seems to be mounting pressure for the present government to fill its cycling policy gap. Perhaps they will soon announce their own cycling policy. If we let them, they will tell us that they are the first government to ever think of doing a cycling policy, it will be full of the same ideas, and the will fail for the same reasons as the last ones.
